Because someone somewhere on every world in this galaxy will look at the blood-soaked abomination before him, its belly full of the souls of the innocent, and will think "He sounds reasonable, i'll listen to what he says!" It's the kind of stupidity no amount of training could ever hope to match.
And everywhere in the Imperium the citizenry toil with a metaphoric and often literal gun to the back of their head with a dead-eyed would-be-inquisitor shoving "The Emperor loves you, agree or die heretic." With faithful service being quite often insufficient fore though you may have been a good slave, your neighbor was a heretic, so we must slay you just to be sure. How can one hope to overcome such dickery.
