Time To Get Started On "counseling"

How a race does its governing is up to us the community and now that we have forums and means to share ideas its time to start making policies, guidelines, government and hierarchy. The sooner we start the easier it will be to build into the game. So all of you start making ideas and lets see what snowballs. Personally I think we should make new names other than the "council" its really generic.

I do not know about PC or PS3 but on Xbox360 I had the fealing that people neardraged alot and early. We had our first flamethread after our first Chapter battle. If you lose and think something unfair happened to you then do not get angry. Get a rematch with rules to even the game in your ways. A tiny part of me is looking forward to the RAGE that might come, but to be honest I am fealing to old for that bullcrap.

I know what you mean, this flaming and rage shit grinds my gears. I hate it, loose with honor. If the enemy wins, there might be a reason and first you have to look what did you wrong and what did you right.

But, dear OP, could you share some facts with me, i don't know anything about this council system.

I do not know what he exactly means too, but I guess it is supposed to be a thread for everybody but most importantly the big communities inside this one, to meet and avoid RAGE by talking. If so I'd rename it Council of Terra or somthing and ask a mod to fix it.
  5. We in the dread legions of Chaos are already working out our leadership system. We do not expect the feeble efforts of our enemies to come close to ours yet you are right loyalist scum, teamwork is necessary and will do wonders to bring the community closer.

I agree, War Council was prob just a way of introducing the idea to the community and i imagine it will be Faction specfic but the same structure of each Faction, if that makes sense
To start with before you can go into Policies and Guidelines you need names and the structure

Structure: Each Faction gets four Sub-Factions (At the moment) so we are at four Sub-Faction leaders already. Add in a 5th as the over all Faction Commander and you have a fairly well balanced War Council. Faction Commanders makes overall decisions and the Sub-Faction Commanders break those orders down to the lower ranks. If they disagree with a decision a "veto" option should be avaiable where at 3/5 votes your dont go ahead with that option. Or you lose Sub-Factions support/men.

Names will be harder, im good on the fluff but not that good without research.
Imperial Command: SM's would have 4 Chapter Masters and a Lord Commander.
Da Bosses!: Orks have 4 Meganobz and a Warboss.
Dark Gathering: Chaos having 4 Chaos Champions and a Dark Apostle.
Council of War: Eldar have 4 Phenoix Lords and an Autarch
    ..... Should work like that.

Since reputation is such a huge part of the game (aparently?) it should be even more imporant when choosing leadership. Once getting to X level/Reputation/ experiance in leadership roles then you should be able to apply for leadership. A vote is placed by everyone in the Faction (who wants to vote anyways) and you get your leadership by those who get to that level of "presteige" first(at the start of the game anyways). After this as more people get to the point where they could be leaders it gets more tricky. Someone may be a better Leader but just didnt get there first, now what?
Well voting prob will only do so much. This is a game about war, you want to be a leader yeah you have to be tactily smart but why not a great warrior too?? Duels. Link in the boys and girls at the arena Thread, because thats the best place to solve this. Should be a limit though. Say one Challange every week, they can then focus on leading without having to constantly defend their position. The over-all Faction Commander will have the same rules apply, But can only be challanged by Sub-Faction Commanders and only if they meet the prerequists for the position.

As for Polices and Guidelines, shouldnt be player made, not after release. Thats what we are doing now with this Fourm is airing opinions. Dev's will take what they like and input it into the game so that it goes in the direction they want it to go. You can have all the leadership you want, in the end you dont have to follow or fight where your told. Take away peoples Free Will and they wont want to play. Incentives help, and most people contriubte to the general war effort but you cant tell players they cant have fun and play outside of the box too much.

The only problem i have: No player should be chapter master or Lord commander. Most of the time, when space wolves are involved The Great Wolve was Lord Commander above all chapters. Like the 13. Black Crusade. At the Eye of Terror Logan Grimnar was Lord Commander.

Yeah this has nothing to do with the topic in specific.

War council: agree and good idea, but yeah we can take other ranks than Chapter Master.

    But agree with Unglory.

  8. It's a bit early to be honest.

Most groups that form this far from launch or even an open beta tend to fizzle apart and reform into other groups closer to the time. Even so there is no guarantee that entities will want to work with anyone but themselves. My Eve Alliance for example is setting up their own Strike Force in EC and I doubt any of them will want to work with people they don't view as equals.
  9. Horus led a 'war council' as did the Emperor, therefore i think its a fine name

I believe some info that was released is lacking from this thread

The longer you put it off the less pain we could get out of the way now. Also rouges? Sounds like shoot on site and give no resources until they fall in line. Rogue factions should not be tolerated.

And why do you believe that?
