Well you can apply anyway but I think that would rather bring more frustration into the eldar as you guys would have to wait more till you can proceed. The Tau could need some backup, same for the Ultramarines, Imperial Fists and probably the Local Imperium Government (which is lead by Mechaius all-alone, but he is doing a great job)
