OK, so I have an extra Relic Limited Edition: Looted 'Umie Bolter in my inventory that I don't really have any use for, and with that being said I got three questions I need answered:

1. Is it still possible to gift attributed but not consumed items?
2. If the answer to Question 1 is "yes"; how do I gift an item to another person?
3. Which one of you is the meanest and the greenest Ork in all of Arkhona?

I'm pretty sure there is a way to gift stuff, if it's not between the options of the item, then with the help of a dev

Yep they took down website gifting around launch. They said they will be implementing ingame gifting in the future. When? Dear god who knows.
