What I've heard is that just about any unit besides a Necron Lord has like three customization gear pieces tops. That and movement/attitude would make it difficult. You know they're slow and walk in big relentless formations cause death means almost nothing to them, whatever the current lore is. They, like the tyranids are equally inhuman, lacking much in self preservation and such, which is why they share the same difficulty in implementation as a playable faction, as I don't think a real Necron would ever bother to take cover.
Customization would definitely be an interesting aspect to tackle. My understanding of their new lore certainly seems to give them more room for individual volition than previous iterations, even having talk of the lowly Necron Warrior possessing some level of self-preservation, supposing it notices its impending doom! Overall they're my favorite faction and I would very much like to see them be something more than simple NPCs (or completely ignored ala DoW 2) and I feel that the new lore and codex give them a very suitable avenue to do that, whenever the devs feel the time and execution is right that is. I certainly wouldn't expect them any time near launch.
