I dont know, I dont think one can consider them a normal thinking astarte so probablly not. At least I dont.
Personally I'd say they do count. They are treated as living warriors just encased in some suit with life support. Although if that is a work around I can imagine a Chapter having nothing but Dreads and claiming "WE'RE CODEX COMPLIANT!"
