A Twisting Affair and Europan Conflicts are both still open for character submission. Both roleplays will close character acceptance tomorrow evening excluding characters that were pre-approved by me but have yet to submit a master copy. I will be on and off most of today and tomorrow so don't expect much communication from me without large window gaps.
Yes, all Imperial formations have Commissars. The only time a PDF wouldn't have a Commissar is if it's a very, very small formation. Essentially a PDF is only established on larger more established worlds. Small frontier worlds would have a militia instead and almost no Imperial authority established other than a "local" Arbite who stops by to collect tithe but is most likely not even on the same planet.
Let's say the people of world left the light of the world and the most of the Commissars were Imprisoned because they were devout to the Imperium and the Emperor.
