Well technically there since serfs operate, maintain, and help upkeep all of the chapters ships along with the Astarte war gear and relics and artficed gear that they might or might not know how to produce, there would have to be quite a lot of serfs that have very important roles within the chapter, Unless your chapter uses servitors instead. With a craft world rp depending on what roles are needed to run/keep a craft world safe. you could limit what players play by those roles. Or set up a scenario where a entire craft world's population is not active for some reason or another. Like ancient decision was made long ago to keep most of the population of a craft world safe by freezing them In a cryo or magical ice. Though most of the time I don't understand elder so my idea could easily be thrown out for one reason or another. We could say bend lore about how a craft world commands itself except for the autarch.
A single Aspect Shrine could do. Like @BadDo9 once started but never really got off the ground, it was a neat concept with a lot of potential. But alas.... What I meant, Vulpy. Was this: Nobody cares about Serfs in any of the RPs. Why? Cuz there are hundreds of thousands, even millions (since they all man the ships, build, farm, etc.) They just bring you some stuff and then go back to work. Or there mop the floor, someone spilled blood again. But nobody cares about them as a whole, or individual base within RPs What keeps a Craftworld safe? The thousands of Guardians, Aspect Warriors, the pilots who steer the thing, the Psykers who actually see where it's safe / avoid danger (unless your name is Ulthwe or Biel-Tan and you go WHERE the danger is :X) And what you are looking for there with 'population not active' is a similar scenario what @Jorimel had going on in her RP where everyone was basically in stasis since before The Fall.
It kind of looks a little split between an Original Aspect Shrine or Original Chapter (with the popular choices being loyal companies within a traitor Legion).

Example 1 of my strange brain (today) - An RP based around a galactic orphanage. Maybe the players would be the older children and thus go off and have strange adventures, or perhaps go and rescue other orphans to come to the 'Orphan Planet'... <.<
