His vocal cords weren't busted but I can see your point. However I'm fine with him getting a new tongue, a bit harder to get used to but still being able to work.
Lexicanum on Bionics even says that there could be some implemented for increased tasting, etc. And besides. Transplants are luxury in the Imperium, versus bionic replacements. The less robotic it looks like, the more expensive it is. And Amraphel needs a Tongue now, not in a couple of weeks/months until we grew one from his cells As for Vocal Cords, Colapse nailed it. Only tongue is out, so should be fine!
