They had hidden production plants in the Segmentum Pacificus, made for Terra directly but were intercepted by a strong Deathwatch Force and huge Imperial Navy fleet elements. The Tau were crushed extremely and they probably will never try that again, but the reason why this was even possible was because the Black Crusade got only worse and because Armageddon still was not resolved. Armageddon actually lies in the north-east of Segmentum Sol, whereas Cadia is also not too far away from the Sol border.
