... Regional Severs still? Or no? Honestly, this could work, but adding regional to that is just going to cut up the player base.

Basically overflow maps are copies of the original map that host the excess amount of players that the original map cannot handle. For example GW2 has 2 kinds of overflows, for PvE regions (rarely activated unless its an event happening) and their "waiting map" the Edge of the Mists that is basically a "small" RvR experience you can play whilst waiting to join the main RvR maps. When one fills up another one is made (overflow) and the rest of the RvR players are placed in it. For EC i recall them mentioning "battle islands", which makes me believe that EC will go the GW2 route, which is basically making a smaller PvP experience on the side whilst you wait to join the continent in a queue.
that's actually a decent idea, they can place those small areas on the "killzone" so it will be making some sense.
