The one thing that is out of proportion in the official art, is his head. It's a bit too small, when compared to the rest of the body.

Last time I checked Eldar don't walk on stilts.

Seems to me the left arm is at lower abdomen, not crotch.

The thing about Xenos is they dont have human proportions you should also checkout the xenology book

its just a matter of artist and his/her style.

I actually like both of the images posted. In fact the Eldar with the cat is probably my favourite Eldar picture, more because of the face. It seems the most alien and not just a human with pointy ears.
