i suggest they make it so non founders can only create 1 thread per 1 hour, this makes spamming much more labor intensive, and incentivises forum fanatics to spend a few bucks on the basic pack.

I would be fine with a limit of 3-5 threads per user a day. I doubt anyone would need to make so many. Or simply a limit of 2 threads per hour.
the simple thing i think would be to set up an anti spam bot that deletes all threads that contains the spam bot phone number. or block there ip (only helps if it is static)

Think we up a thread like this (spambot complaints) a day. At this rate these kinda threads are becoming a type of spam of their own. Just report things people, and dont open a new thread each time the spambots make enough to fill a page or two. If i did that each time i saw that there would be a subforum of its own filled with these threads. Observe>Report>Go on with your busyness.
take it a notch further, anyone spamming threads containing that phone number should get a pop up to confirm the post, this pop up gives the site permission to load a virus on to the posters machine that causes the monitor to burst into flames, the cpu to halt and catch fire, the disk drives to wipe all data, and the ram to degauss. thatll learn them ****in spammers.
