And I would really like to be a HH Legion Forge Lord in Cataphractii Terminator Armour, armed with Twin-Lightning Claws, a Graviton Gun, and a Conversion Beamer, plus accompanied by a Cyber-Familiar. (And that's game legal in the HH ruleset!) But I don't think that'll happen.

I get your point, but if we are talking about cost -won't several dead and destroyed terminator armors be more expensive than some virus bombs? I thought terminator suits were among the rarest and most hard to replace pieces of equipment. I seems only logical to virus bomb the shit out of space hulks, even if you have to go section by section.
Terminator Armour is still being made, just in small numbers when compared to power armour. Also, Terminator armour can be retrieved later to be repaired or stripped down for parts. You can only use a Virus Bomb once, but Terminator armour can be used repeatedly, even lost and retrieved.
imo....powerful units ought to be controlled and limited somehow to be used strategically. if it's a meta-game event have them be summoned first, then a pre-requisite pool of cleverly-selected Space Marines to Accept and go into battle as powerful Terminators.
This is my take: Life Eater depending whether you take the facts from the HH or other texts (or even 2nd edition) is a pretty volatile little virus. I'm skeptical it's actually a virus, but anyway it 'consumes' any organic or organically-derived matter (e.g Power Armour seals). Not a problem for STC frags sure but Gods forbid the Imperium loses a relic of parchment, fabric, rubber, wood, a slaved servitor brain etc. A spark from a faulty armor joint setting off the explosive gas given off by a couple of hundred Stealer corpses is probably not conducive to relic hunting either.
Terminators and their equivalents wont have arbitrary number restrictions, this has been confirmed by Brent before. Their limitations will come from on-spawn pricing, spawn cooldowns and who knows what else the devs have up their sleeves. But they will not disallow people to play a unit just cause some other dude happened to login a minute before you and took the queue spot.
