well i think that he is trying to point out that the bolter is pretty importent to the marine, its kinda their "holy" instrument, with they have been taught and mentally conditioned to love and respect. See i know that there will be a couple of the weakest marines who perhaps has joined the tau, marines who surely where renegades allready, and the kind of renegade who properbly only fights for himself, and thought a reactor upgrade could be nice. The pulse carbine might have good range, but the bolter is a good allrounder weapon, it has good penetration to medium to some heavy armour, it gibs all smaller fleshy targets, it does big iternal damegde to pretty much anything it can penetrate, and if it cant, they it will punch like a modern autocannon. As extreme Tau fan I must say no. There might be a chapter or individual marines persuaded to help the Tau or perhaps even forced into this because their chapter got obliterated or the inquisition is after them anyway. But... Tau would never go as far as 100% Androids. They use drones to support them, but not to replace them.

Sorry, but you won't get some Harlequin SM. No Precedence for it. (Tau have been joined by humans for "The Greater Good", so why not SM?) But Harlequins cruising around in a pimped Land Raider.... That has precedence!
