It was a tentative theory with limited evidence (but I stopped following 40k for awhile, so things might have changed a good bit). I think most of it came from the Xenos Autopsy book (in which the narrator is of questionable mind).
The idea is great though i do think in terms of close range combat the stealth suit should be a basic unit and leave the more advanced stealth suits for the Elite class.
