It depends how much it is wrong. If you missing only some minor amount of ram, there will be no problem. But if you missing some major feature (like DirectX or OpenGL), there may be a problem with starting the game at all.
Yea, this is the problem, Bad PC optimalisation, and most companies ignore this fact cause its on PS4 and Xbox One, so they set it as high as possible.

i am currently using older hardware, core i7 930 and a 660Ti - im playing the Unreal Tournament Pre-Alpha and i get over 45fps(70 peak) with everything maxxed out. if i tuned it on medium it would probably shoot up higher.. im uploading a video now although its very big so ill post it tonight after work obviously
See UT runs reasonably well with everything set to EPIC if i lowered it , it would be fine. so hopefully EC on low settings runs similar to this
Oh yes, hopefully, if they dont got touched by Higher Powers (Monn-Keigh Marketing) then it will be ok.
