Everybody that was formerly government and still has a super power Did the WBSA just allow them to keep their powers when they quit, or did they never "officially" resign and are considered rogue agents? Because I highly doubt an organization that is so hellbent on qwelling the rise of supers through chip implementation would just allow a super to quit and retain their powers
