One @Keidivh has actually already made a character which I cleared they just haven't posted it here yet and @GoreWrencha is currently in the process of making one. Also this weekend is going to be busy for me so I can't garentee getting the ic thread up that quick once everything is ready.
So that is three out of the four saying pretty much yea to this pre sequence of events cool. So some basic knowledge about each other would be known I would guess. Like Serpent and Dark Phoenix would know of Night Dragoon and Lazarus and the incident with Jackal that made them 'Retire'. And Lazarus and Night Dragoon probably would know the same people working the same circles as Serpent and Dark Phoenix (well somewhat)

Appearance: Ted sports clean military hair cut of silverish blonde. His eyes are deep green. He has strong physique, modeled for media-sexiness with wide jaw and bulging, toned muscles as part of the Guardian program. His equipment is oppressively dark-colored, black and dark-blue dominating the clothing as he is supposed to control the crowd, not to serve and protect. Backstory: Theodore Werner was chosen as part of the governmental project to ensure police forces would stay ahead of raising amount of the mutants and other metahumans appearing in the population. He was on watch list since aptitude tests in school and recruited once he reached maturity. The 'Academy', nickname for the government controlled facility for 'training and education of metahumans for civil and governmental service'. Recruited metahumans are tested for powers and aptitudes and allocated for courses fitting of their skills for benefit their and their nations future. On the physical exams he reached high enough scores to transfer him to 'Physical'-class. His power haven't manifested yet extraordinary feasts of strength, but his is above regular citizen. Written exams allocated him to 'Justice department' due his belief of justice and protection of weaker. Following years he went through militarist-like training of officer of the law in the current day with metahuman and mutant vigilantes and villains. Freshly graduated he is ready to serve the society and 'Guardian of Law and Order'. Now we wait his loved ones to die in hands of criminals and him taking the dark route of vigilante.
