Spoiler yeah he is indeed heavily modified he's actually a mixture of assassin droids with the EG jedi hunter as the base and A-series and IG-86 assassin droid data stored in him to give an advantage over most other assassin droids and also gave him partial sentience which allowed him to switch the places of the directives around a bit hence why self preservation is the highest and the CIS and Jedi hunting are so low but he can't create any new ones though.
