I've suggested removing the RPS and stagger but with the condition that getting whapped with a melee weapon disabled primary weapons (Pistols would still work) for a few seconds. That way the Glorious dive in 5v1 melee guy could jump in, start doing their Tasmanian Devil impression and shut down their ranged units for a few seconds while the rest of the team catches up in time to see him murdered.
This is why the D-bash should be a parry that negates damage returns damage to the attacker. This would speed up melee so it isn't all clangs and dodges and people wouldn't feel cheated by being stunned an instead the RPS would work properly in punishment and success.
