That's the idea. Also, since you don't need to fuss about with implanting and geneseed and whatnot, you could, in theory, make every single Human soldier a mechanical Astartes. On top of that, they would be very easy to "heal", since any lost or broken parts could just be replaced by an engineer in the field. Lost a leg? Just a flesh wound. Swap it out for a new one and get back in the fight. A mechanical Astartes would probably be able to survive even more grievous wounds than they can already, and then get right back into the same fight after getting bolted back together. One problem... That is going to be really, really, really expensive. It would take a lot more time to actually convert them. I think overall it really is not the best idea and just keep sending white shields at the enemy.
