It is what they want to do. It may not end up being what they do IF it does not work out like they want it to. I guess you could say that the plan is set in stone, but the outcome is not.
Hate is a harsh word. I mean I wouldn't go over to a, for instance, Ork, point my finger at him and say I hate you because you're an ork. That could seriously harm his self esteem, he could become ashamed of what he is and question why he is different than me. I would not want this to happen. Instead I would probably smash my thunderhammer in his face and burn him to ashes afterwards. But if you ask what faction I like purging with holy fervor the most, it would have to be Chaos. And Eldar, because duh, posh space elves. Oh oh, and Tau. Just because they squeak so funny when they burn. They should totally add that as a reason to implement them in the future.
