Assaults who don't actually deal with the vehicles. Scouts who don't play how they're supposed to by firing spotting flares onto the objective or where the enemy are so everyone knows where they are on the minimap. Needless to say it is infuriating, even if you get the new Behemoth tank you cannot target at least fifteen enemies and all of them are hitting the Behemoth and it's going to die shortly unless it had some infantry support or something like that... Usually people using AT Rocket Guns are pretty stationary considering the fact it needs to be deployed to be used... Whatever... I digress...
Yes, it is the variant cover of an issue of the comic called Choosing Sides and was part of Marvel's Civil War II event. That issue is about which side the Canadian Superhero team Alpha Flight should take in this American-centred situation over the Inhuman Ulysses Cain who has the power to predict the future. They go and ask the Prime Minister of Canada. Later he debates the situation with Tony Stark during their regular boxing sparring session. Trudeau takes the opposite view to Stark, yet as Prime Minister decides to stay neutral. There is also a second, ongoing story in there about the new Nick Fury (son of the old Nick Fury). Captain Marvel and her side wish to operate in a Precrime (Minority Report) type of way and take out threats before they occur, whilst Iron Man and his side take the view that they don't understand Ulysses power and shouldn't lock people because of something they could do. The federally backed Cpt. Marvel was also sharing Ulysses visions with other countries, like Canada. This does lead to people being detained because they may commit a crime, situations where the predictions only come true because S.H.I.E.L.D. go in heavy handed and fulfil the predictions, and then there's Bruce Banner. Banner had been depowered and was no longer the Hulk. But Ulysses predicted he would regain his power which would result in a massive Hulk rampage. There was an intervention where he was confronted by various heroes of the two camps. And Hawkeye killed Banner with a special anti-Hulk arrow created by Banner himself as a failsafe. Lines were drawn, there was an escalation on both sides, and at the time in the arc where this comic occurs it was heading for a fight. Hence being part of the "Choosing Sides" six issue miniseries.
