I think he's concerned about creating martyrs and possibly feeding violent factions more recruits by creating an atmosphere where your own citizens feel unsafe.

However, on the subject of violence, I agree with Isaac Asimov in that violence is the last resort of the incompetent. Also that war should be prevented, so that you do not have to save the survivors, you can instead save them all.

For one, both of the first quotes are followed almost immediately by statements advocating overwhelming the enemy when possible. He's not a pacifist, and the thing about Jihadis is they're suicidally into their beliefs, they're not part of the taken alive group.

Third quote is also more invicitive of why you're wrong, because the enemies strategy is to coerce your compliance until their laws supercede our laws, and western values are replaced by theirs. You do not placate the extremists, they will keep demanding concessions.
