Pre-War America was awful because every nation practically hated each other. If there was only one nation IE America, there would be more focus on America and not fucking up Commies. So America would focus solely on Making America Great Again... The New Plague wasn't supposed to be released into America... It was Chinese Commies Spies who released at Hoover Dam. I think we can see what my answer would be... Caesar's Legion would do little to accomplish these things, it'd be killing off everyone possible but then there would still be the true enemy of Deathclaws, Super Mutants, Ghouls and so on. So Caesar's Legion would struggle to kill all of them and therefore the Enclave's way isn't pretty but is a solution to solving the Wasteland's critter problem.

You might be getting confused with Hades, Aries was there when War was happening or just an event that surrounded his sphere of influence. Hades for the most part they avoided speaking off because he's Hades. Then again the shades and those who went to the Underworld weren't really feared more pitied. Then again never really researched stuff that much so I could be talking out my arse.
No, Roman's liked Mars, their version of Aries, but the Greeks didn't like him very much, he was more a God of Strife and sorrow to them, while the Romans held him in glory. If you recall Aries was said to be on the side of Troy during that war. Yes, Hades had a stigma too, but Aries had his own. I have researched it, Aries is the god of war and his sons are Phobos and Deimos(Panic and Dread). I think that sums up what the Greeks thought of him pretty well.
