I would agree with you on the Enclave thing to a degree but I would have definately sided with Col. Augustus Autumn in FO3 since he was cooler and had a better plan of just use the water to rebuild America becuase people would come to join with the Enclave that way rather than the President's plan of POSION THE WATER! It is the only way! But in Fallout New Vegas the Enclave ever since Navarro and the Oil Rig they're scattered with most dead or now old men and women who've hidden their past because the NCR and Brotherhood of Steel hunt them for their crimes. Might be me being confused about Nihilists but that seems pointless... I agree that House was uncaring for parts of his society but he was a real libertarian who didn't give a fuck what people do so long as they don't interfere with his plans. Caesar did have an idea of how to rebuild so war wouldn't happen and by that he'd take everyone's culture and identity and destroy it completely so there were no differences making it easier for people to get along... Although House would have the best contingency since he's over 200 years old so I guess it is possible that he'd live for a much longer time. Only thing is he had his obituary ready to ship out and I don't think people write that years and years before they think their going to die. The East Coast when it comes into contact with the West will clash. They might be of the same group but the split between the Outcasts and the Brotherhood as well as the events in Fallout New Vegas shows how much the Brotherhood hates changing from their ideals. Elijah was a madman no doubt about it and I don't think anyone would really agree with him. I guess they are nice but their ammunition isn't endless and one day when that runs out their defences would be useless. Even then the Legion, NCR and House would have been able to defeat the Boomers it would just be ridiculously costly for them to defeat the Boomers... Still I'm not sure who I'd side with... Mainly because last time I touched Fallout New Vegas I was doing Dead Money as a Legion character getting fucked off with writing up speaker here, speaker there, fucking beeping look a hologram and then Ghost People... Was near the end of it as all I needed to do was go to the suites of the Sierra Madre then go into the Vault then I'd be done with Dead Money but alas I really can't be arsed.
I have a few ideas. I'm considering having a cap on how much money you can bet on (similar to salary caps in sports), on an individual basis. There's also that people with a lot of money would, depending on the legislation in question, probably want to vote for what they consider to be the most popular option out of fear of losing their money. They are the ones with the most to lose, after all. It's a work in progress atm. I'll get back to you when I have the idea more fleshed out.
