Just looked at the references. It seems to be a Necromuda Weapon still in use by FFG's 40K RPG. But it's not in the 6th Ed. 40K ruleset, but the Stub Gun is. Though the PDF/IG do laugh at them, it is because of their relatively complicated mechanics and the fact you have to carry their ammo. Lasguns, by comparison, seem to use more solid-state parts, increasing ease of maintenance, and their power cells can be easily recharged (you can even drop them in a fire to recharge). Problem is that assume because is an Autogun is made from more advanced materials it has a theoretical performance that is automatically more advanced than a 21st Century Assault/Battle Rifle in every way. But that's not how 40K necessarily measure advancement. They also measure it off durability and ease of production. Warhammer 40,000 Rogue Trader (1st Edition rulebook), page 69: So the Autogun can have a performance very similar to a 21st Century combat rifle, but is more advanced due to its durability and ease of manufacture. As for the Stub Rifle, it sounds like the type of weapon used by military in the late 19th and early 20th Centuries.
