I dono I do ok on all factions / classes. I don't miraculously get any better or worse when I'm on LSM / Ork / Eldar or CSM, I utilize the different factions tools to my advantage like anyone else. Some tools are just better than others. Saying that, right now Ork are just plain cheese. If I want an easy ride and just switch off when I get home from work I'll just run Ork for the night lol Because /Elf cancer
Lets be fair though. They are also the faction most likely experiencing the most new player traffic which must contribute quite a bit to the low win rates. That is why this pisses me off more than anything as it is doing nothing to help that issue, only worsen it if that is the case. They should be looking at ways of raising the popularity of the underpopulated factions and lessening it for overpopulated ones. Do that and I'd bet we'd be seeing an improvement more than any new guns or buff could bring.
