I'm not sure many of you have paid attention to what the devs have said about this game. If you want an idea of how this game will work then check out PlanetSide 2 and other open world shooters like Battleground Europe. Your Terminator armor will be available as long as you have the "in-game, not real world money" resources. However, your thoughts that everyone will spawn them, given they all have the in-game resources to do so is flawed. Many players will still gravitate toward their favorite classes such as Assault, Devastator, and Tactical. Especially, since I'm fairly certain it will take in-game resources to make these classes better (ie: more ammo, more grenades, upgraded ammunition, you get the picture). You also forget that it will take same resources to get and upgrade your favorite vehicles as well. There will be plenty to spend your in-game resources on to ensure there are not whole sides in Terminator Armor trying to OP win. Besides, a well placed Devastator Squad can rip apart a Terminator Squad real quick and a good Assault Squad can get behind/flank a Terminator Squad and do some real damage as well. Don't think that one class will ever be able to dominate the battlefield. Any side with some good leadership and understanding of the classes and their pros and cons will beat your all Terminator assault every time. It's a ridiculous notion that everyone would just spawn Terminators just because they are the toughest infantry class, just because everyone has access to them.
Bare in mind they've said campaigns/engagements/wars/battles (I forget the specific term they used) are implied to last for some time it won't just be scored on a friday night you might have a month or even a quarter to get the 1000 Kills.
And it fits the lore perfectly as well, as termie armour is awarded to the most veteran and badass of SM.
You can even get transferable achievements for Chaos Termie gear and Mega Armour Chosen of the Gods - Achieved a feat befitting the cruelty of the Chaos Gods e.g. Sacrificed 500 Eldar souls to Slaanesh in a single campaign/Desposed of 10 Champions of Rival legions/Bested five Space Marine strike force leaders in a single battlezone. 'Ard Boy - Youz gone showed da Boyz youz da ardest dere iz!! e.g. 'eadbutted a Squiggoth and lived/'eadbutted da Boss n survived da Krumpin'/Lobbed 5000 Grotz into the barrel of enemy Super heavy tanks.
I see two options. First up is the requisition point system. Let's say there can be 50 termies on the battlefield at once. A group of 5 people pay x amount of points, get queued up and when there's room for them, they get teleported to their strike cruiser and outfitted with terminator armor with their chosen weapons. They then deep strike down and kill, kill, kill. When a termie falls, the armor is teleported back to the cruiser for repairs and to be used again. The dead player respawns as a normal marine. Second system would be one where the war council chose who gets the Terminator Honours. This would ideally be based on a players performance and willingness to contribute to the war effort. Some might say that that'd lead to favoritism and only a certain few ever getting to wear terminator armor. However, I believe we actually choose the war council ourselves. Should they prove themselves unworthy of such positions, the players could kick them out and replace them. The council would still have only a select few suits to give out. When a suit is freed up, they can access a special interface and grant the suit to a player. He'd get a pop-up, get teleported and put into the armor.
Actual no that's a bad idea. The second you put player choice and limited resource together you will imediately get players awarding resources based on personal friendships or guild membership leading to a position where say the guild <WaffleWaaagh> because it was 1-2 members on the council will receive 80% of the Terminator suits/Upgrades/Land Raiders etc. Never ever ever make Terminators a limited resource that can be manually awarded.
Limited resource isn't a bad thing per say...like the game randomly awards the armour to X players who meet the pre-requisite criteria in each zone...that's fine, a little unfair but fine. The problem comes in giving players the choice of who gets it.
IMO the best/easiest solution would be to make it as an armor for the veteran space marines and the fact you become a big and slow target should balance things out (If I recall correctly, this game is aimed more realistic than balanced though). Making Terminator as its own class seems a bit overdoing, but some might think it's like changing from Soldier to Heavy in TF2, which could be right (there is some loadout differences between normal space marines and termies). But it could be also thought as a sub-class, like Fat Scout (Heavy who primarily uses Shotgun instead of Minigun) or Demoknight (Using either of two shields and a sword/axe (maybe even boots) instead of other (or both, depending if you equip boots) explosive weapons and a bottle). I can give pictures if this explanation was confusing.
I feel like you missed the sentence right after the quoted part. The council WILL be overthrown if they practise this kind of favoritism.
