Honestly, even if you want to completely ignore the logic of how they got five Terminators or five jump packs crammed in there, there's still balance to consider. It'd be kind of ridiculous if every SM tank was packed full of Terminators with Cyclone missiles. Or if the Predator's passengers carried more lascannons than the Predator itself can mount. Or if your reward for killing a predator was a swarm of Meta Bomb fairies jetpacking on top of you. Killing a Predator basically wouldn't reduce the enemy's firepower at all, it'd just be an extra layer of HP. Balance-wise it's fairly reasonable to have a restriction that a tank's crew shouldn't be able to carry more firepower than the tank they are driving.
Techmarines are vehicle healers, not vehicle pilots. Dedicated drivers/vehicle commanders exist in 40k SM Lore : http://wh40k.lexicanum.com/wiki/Chronus#.VB58bfmSy9Y I think it makes sense that only SM Tactical class can pick a upgrade making them a driver. Jumpjets and termie armor are physical not possible as driver. Chaplains and apothecaries have other duties than attending their vehicle. When you put points in the "vehicle" path of tactical marine, you get to choose a vehicle, this vehicle has a name, for example Chronus' predator was called Rage of Antonius, and being an RPG it ofc has levels, like a spawnable pet, which you can only spawn when you are granted requistion or whatever. You can drive all vehicles, but you only get your super driver bonuses when in your own vehicle. Through this system I think you can make mechanics, so that people who like to use vehicles will revere them as sacred instruments of the emperor, and only a few doing suicide runs off cliffs and stuff like that. of course BE will have to make "vehicle-incentive" rules for orks opposite, maybe even to the extent, that your team actually gets something positive from a driver suiciding a vehicle over a cliffside.

personally I'd rather see threads necro'd then have multiple threads on the same topic, and considering that the mods close threads that are repeats it seems the forum feels the same
