That's why I brought it up. The Improvised Shield is weaker and has an advancement to lower it's cost. If the Stormshield is significantly stronger, that's probably why it doesn't have one to lower it's cost.
I think the trait of the Slugga Boy is the fact you can choose between many different pistols, achieving an interesting compromise between ranged and melee. The problem is most of Orks pistol choices are just useless. Stuff like One-shot Shoota, Six-Shoota, Pokkit Rokkit... In the end one just sticks to Shiny Dakka Slugga and that's all.
Having a single cooldown ability for each GA sounds like a nice idea I think. They're all a bit lackluster, giving them something else to do than just lock-on and RMB spam seems like it would help make them more interesting to play.
Ok, so... Traitor GA -> can cap. Ork slugga -> can cap. LSM GA -> access to special shield. JPA -> jump pack. Fire Dragon Ninja Striking Scorpion -> stealth. Howling Banshee -> scream. If other classes receive cooldown skills, can scorpions and banshees cap points? ô_o And yes, LSM need shield mastery, it has 0 sense that GA don't have it.
That's why I said shield mastery. Since they can only use their shield, or at least they should use their shield, make that a mastery, so people can get more variety on them That or let them cap :^)
Now that I get rid of gear that cost LP and put the other passive/active perks that come for free, let's take a look. I haven't mention poison resistance for Eldar personnal choice don't think it is legit but not really my problem I never use poison and it is only my opinion. Maybe some classes in many factions could use a flavour gift. Like DR less affected by suppress low as passive, medium as active, doyour choice, FD less affect by fire. Warlock passive warp mastery more charge. If it works for Eldar who already got the most gift it can work with everybody.
