Neither, he is simply... The Emperor and he took on one big arse responsibility in trying to guide humanity. Honestly can't say I'd blame him for some of the shit he's done, if I was in his place I'd probably do the same end up breaking down under the stress or go crazy... or both. Probably both. Happy forever after can kiss my fuzzy arse when the souls and fate of all humanity is at stake and every decision I make can doom everything I'm trying to build, protect and advance. One false step, one false move and it might mean the end of it all and I would be the one responsible! That's enough pressure to break the average man and make him go a tad overzealous or even crazy so I'm not surprised of the way he ran things, it's grim-dark after all. Would be dull if everything was black and white, much more prefer having more simple boundaries that leave more variety in decision making, such as... Them or us!
