In some of the (older) codexes you could give a space marine captain in regular armor a thunder hammer in each hand. Nobody ever did it because it was a complete waste of 30-odd points just to get one extra attack, but it was possible.
In TT thunder hammers are a one-handed weapon. There is a two-handed variant that just got released with the new Deathwatch Codex, but that is for Deathwatch only. Implementing a Thunderhammer should not be too difficult. New model and new stats. Pretty much would be a powerfist with some more penetration.
