They will still be faster and have more agility than everyone else. The difference is all races will have more time to react.
I always thought that eldar speed should be represented by having their weapons attack speed being equal to the tier below what they should be ... so an eldar sword would attack at the same speed as a knife, and eldar mace (if ever added) would attack at the same speed as a sword etc etc etc thats working on the basic weapon attack speed concepts of ... knife is faster then sword, sword is faster then mace, mace is faster then fist with any 2-handed version of a weapon having the reverse effect
