well as in any war if you are killed the XO will take the position just vacated and well the previous chapter master would have to wait lets say a week before he could get back into the war council so you dont have one guy saying hey lets go Rambo and taking his spot back after a day. also a thing that has come to my mind is the titan legions, would you be able to drop a reaver titan or if you have the right ammount of requisition points drop in an imperitor titan for say a siege and you would have to take like 100 of your men from the battle to deploy this giant, and void shields only work if you are outside the radius so you could charge the titan and still kill it from the inside of the shield and or board it like you could in battlefront 2 and take down the vitals. and a consequence of losing the chapter master would be like less moral or you would have a count down to vacate that area so you would have to take his body back while you retreat maybe.

What would stop the council from just talking with the master out of game or in game through chat and messages?
Problem lies when you can't have your flock executed because it's the internet and there are no consequences. A lot of people don't realize how fucking hard it is to gather people who actually listen to your orders and don't just run around like retards.
Yes that may be true, but the point of true leadership is to be versatile and resilient. It's about how you handle a situation gone awry, how you counter an offensive, how you survive an ambush, how much respect your group has for you - because they know they can rely on you. Just because something is difficult doesn't always entitle somebody to rewards. Though they should receive some form of physical recognition for their officious service. Perhaps some device that fits on your armour, or even some kind of special weapon to help you fight. But that's as far as that should go. Any other kinds of "rewards" should only be to provide the council with more resources to utilize in battle. Again, if you accept the position, then you should accept the responsibilities that come with it, not just the privilages. Though I like your suggestion of something, aesthetic or perhaps (something like) a prefix to your name. We can't give the war council incentives to play because they 'get paid' for doing 'their job'. Instead it should be a voluntary service, that leaders would step up to the plate, for the betterment of our cause as a whole. Once you start trying to reward people for simply 'doing their job' in a position of power/major influence; is when people begin to take advantage of that system, especially in games.
Leaders lead because they want to see the job done, they know they have the ability to get things done then they should step up. However some minor praise is a good reward.
There shouldn't be an in game reward because people would want to be in that position just to get the reward, not for the sake of the job. The War Council is there to lead, not to reap the benefits of being on the War Council. Leading is hard. It's even harder to be a good leader. Only a small percentage of people have the patience, tactic, drive, and intelligence to lead. Those on the War Council will be known and they will get recognition. I would assume that'll have some kind of "War Councillor <name>" or title. That will earn them respect from most people that are at least average players. That respect comes from knowing they are giving up their limited time to guide their team to victory, not because they were the few that got some cool reward. That just garners jealousy. What does Valkr or CosmicEngine get for doing all they do for the community? Recognition, respect, and knowing (and probably enjoying) that they did something to further the community they love. IMO, it should be the same with the War Council.
Oh maybe a nice perk for Commanders/Leaders that will sorta fit the fluff is giving them reduced cooldowns/costs on the more prestigious wargear. I mean these guys in the lore would be walking around with more rare wargear as their daily battle attire, so it would make sense to see them decked out in game like they should be (more consistently at least and not an auto reward, they still have to earn the unlocks)
