Veeeery easy solution for the lascannon-problem: Stretch the whole damage over a beam-duration of 2 or 3 seconds. It's no problem to shoot a tank for that long, but you can't keep the beam aimed at a character.
It's still TT friendly. Lascannon's hit as often as Bolters and pretty much annihilate any infantry that doesn't have special protection. I'd imagine the Lascannon is completely capable of inflicting this much damage to someone - if it manages to hit them. The main departure from the Instant Fire in SM is welcome. Maybe more tweaks in accuracy / time to charge. I've even heard that the humming and rumbling present in the Spartan Laser would be a good benchmark, dividing it's sniper community to just those who are insanely proficient.
it is naive to say lascannons are not anti-infantry weapons, on the other hand i would say it is not an anti-horde weapon, because they are useful against terminator and power armor, while against hordes, they become outnumbered and ineffective
I think its fine to use them as anti infantry weapons. I mean, if your using a las cannon your not going to be sitting around waiting for vehicles to show up
