No to flat out headshot damage reduction, instead there could be helmet gear for the class(es) that gets affected at most that reduces multiplier of headshot damage when actively equipped in slot 1.
Well its the end of the world Deathwish and I agree on something. I kind of cry a little on the inside when I come up on someone braced on a wall and I cant one shot them with my Banshee with a power attack to the back.
Why? There is a difference when you have 20-38 basic damage vs 200+. That's kind of "consistency" that does not make any sense for balance.
Ranged weapons can't stagger you, allowing for another free and often finishing hit(axes/maces), ranged weapons don't prevent you from using melee wepaon when you engage in melee, ranged weapons don't have "alpha strike" heavy melee attack provides, especially to the rear. RoF isn't relevant, DPS and damage dropoff is.

Ranged weapons just stun you or OHK you from across the map. Lascannon, Plasma cannon, Tempest. Perhaps you're new to EC and not familiar with these weapon types? And in fact you're completely wrong about stunning then getting the "free" follow up attack not being available with ranged weapons. A Plasmacannon can stun MULTIPLE players then kill them all with the follow up shot just as the stun wears off at ranges of point blank to max render distance. How many melee weapons can do the same? Orks have two projectile type weapons that can OHK from any range. IF ROF isn't relevant then we should just change all Bolters and Shuriken weapons to semi auto only, with that ridiculous delay between each trigger pull that we see on the Stalker. While we're doing that give the Stalker a drum mag and make the Stalker full auto. According to your statement, that ROF isn't relevant, there'd be zero difference in performance with any of those weapons, correct?
I do but like 90% of the time that results in an instant roll. And no I don't consider that insulting I do know a lot and I do mean a lot of people who don't use the Banshee scream.
