Well most of the time they just sit on some rock high above, but I'll keep that in mind

The thing is, Eldar are faster, but squishier, as you might have noticed. They kill you faster than any other race, much like you kill them much faster than any other race. Therefore, you can't REACT to them killing you, just as they can't react to you killing them. You need to be more aware of your teammates and your environment in general. Listen to elevators, check frequently your minimap, stay close to covers.

Because of their squishy nature, they cannot afford to fight head on to get defended points, they either need to be on location ahead of their enemy or outmanoeuver the enemy to wipe them out.
Outmanoeuvering the enemy requires a tremendous amount of teamplay since you need to attack from different angles almost simultaneously, which is hard to do outside a Voice Chat coordinated guild.

So the technique Eldar use most of the time is just be one move ahead of the enemy when it comes to get places. They are faster at that, so they use their advantage.
Where the Anti-Fun comes in, is that by this very strategy, Eldar will be most of the time on the move, and instead of having a condensed, thrilling and hard fight, you'll get little skirmishes from them, as they test your mettle to know where to hit swift and hard. By the time you get to their target, if you are only reacting, they'll be gone with their objective.

Because Eldar have to rely more on strategy than on brute force to get things they need, they are less likely to give you intense fights, and thus the anti-fun.

So... how to remove this anti-fun?
By playing exactly as they do. Anticipate their attacks, get places before they do, and surprise them with a nice welcome committee of Heavy Bolters, Lascanons, meltaboms and more.
You MUST NOT let the Eldar dictate you how the battle goes. If you let them, you will lose. If you manage to dictate the rhythm of the battle to them, there isn't much they'll be able to do.

Anticipate their moves, and keep an eye out for your friends and your environment.

(This was a guideline assuming your personal fighting skills aren't the issue. If you want advices to how more personaly beat Eldar fighters, please ask, I'll try to help you)

While that certainly might be true, the whole "shoot first = win" is still too much IMO. Even more so when they are on the defence, those are by far the most tedious lamge games, I've ever encountered throughout my personal gaming history - they camp you at every opportunity and that's enough to win. Not fun! Sorry, I'm all for diversity but this shit is not worth playing these matches.

Eldar road kill is a priority for the devs.

I understand your problem, but the thing is the "enough to win" is actually the only way they can win on defensive maps. By not letting the opponent gather and storm a point. So they pick the fighters one by one in the open, to make sure they never reach their destination. Somewhat, Eldar PuGs tend to roll lone-wolf and pick on isolated targets, because it's easier.

Eldar cannot defend a point against a same strength (not mindless) assault from any other faction. And I mean the point, the capture room, not the building in general. They need to stay mobile to be efficient and being trapped in a room isn't exactly being mobile.

I would like to say, it's the opponent fault for not grouping up at 10 in a rhino and go immediately for the point. I understand it may be hard to coordinate a team without being in a guild, but that's doable. But first you need to understand how Eldar play.

I understood that you are fairly new to the game. "Git gud" is a ... usual advice, but I'd like to say the following:
" If you want to learn about one's strengths, fight against them.
If you want to learn about one's weaknesses, fight alongside them."

Basically, my advice is: "learn to play as an Eldar, to know how best to counter them."

People have to chase them with JPA. Hawks can sit on top of so many sniping spots, where the gun barely peaks out. For example, above the bridge at A on maggon station. With so much going on, what are you going to do? Wait until he peaks out? He'll retreat back before he dies. The only way to dislodge them from positions, even if temporary, is to send someone up there.

I like playing as Eldar. I feel that they lack proper ranged AV on siege maps, and they're so and so with heavy weapons. Like, they don't do much in the distance like an autocannon or ace dakka can, but their tempest launcher is insane at close ranges so that might even it up. When I face Eldar though, I only ever dislike the hawks and their bombs.

Hawks are THE class that everyone else has to adapt to playing against, making people look up all over the place and on occasion miss the speedy DA coming up and shooting them in the back, an attacker they wouldn't have missed if they faced another faction. That's nothing new though, but this new bombing raid tool is a bit too strong, and it's relatively cheap to boot at 150 LP for at least 2 multi-kill raids.
