I think that the lore is something that should be taken into account very seriously, but should not compromise the gameplay. I don't want to see armies join for no reason at all, alliances being formed with no basis, and retcons of previously established fictions. That being said however, I can easily understand them making a few changes in order to make the game playable. A great number of armies in the 40k universe are near autonomous in their tactics, which would make for extremely boring and predictable gameplay. Certain changes are necessary to make a game work, but that's as far as it should go.
Exactly, you will never see in EC an Ultramarine army acting 1:1 after the Codex Astartes. Players do not know the Codex, neither can they memory every single thing. The only thing you will see alot will be Steel Rain. Same is for Eldar and their "We only fight if necessary" I bet the banshee and warp spider players will go really crazy and daring. While Orks as stupid as they are in Lore (save for Grazghul Thrakka) they will most likely play as good as the Space Marines and Eldar, just for the heck of their players being human.
in some case orks are soo stupid to become smart.(or most probally when a lot of orks are togheter the leader become smarter and gathering more ork etc etc)
Orks just come for more Waagh. The leader doesn't get smarter, either he is smart or he is stupid. But Waagh gathers where the biggest fights are. See Armageddon, Thrakka left and still more and more Orks come cuz the remaining leaders (which are kinda smart as they learned from Thrakka) just keep fighting, but the other Orks hear what a good fight they can get there and so they come more and more ^^ So it isn't really measured on their intelligence.
Orks pretty work on instinct and follow their emotions more then anything, its tribal warfare in essence.
But the players won't.... And that is the whole point in this part of discussion. Orks are like "cool something to kill!" but players are like "why you keep running into the heavy fire... LETS FLANK!" and bam you have notorious intelligent orks.
And even then the high command still can coordinate with the organized Orks to aim for something, even if the F2P players are rather stupid, they will keep enemies at bay which cannot ignore the threat. And in the meanwhile the paying Ork players can organize proper strategies.
