Says the person who refuses to play 2 factions based purely on ascetic. Also, if you don't play them, don't comment on balance about them.
I didn't say Orks are that bad, but it's definitely a frustrating experience. Part of the armory can be ignored, and animations are crap. For instance the bug making characters look sit down when reloading while crouched is still there after months. The day Orks won't move like if they had an Eldar Singing Spear up their butt, and when playing anything but Burning Choppa will be viable, THEN Orks population will maybe raise again.
After I finish getting my Eldar to 6, I'll probably make an Ork or a marine of some sort (my favorite factions are in order, Eldar because of the lore, SM because blood angels, Orks and Chaos are tied because I love mad nonsense.) Because they're in my top 5 favorite races in the 40k universe.
I feel the problem is orkz play like a less refined space marine too, so even if you get people to play them there will be this "something isnt right" feeling. Orkz feel clunky, in a non-intentional way. Swapping between Eldar, to CSM, to LSM you notice this immediately. Camera, cover interactions, animations, wargear. Hundreds of tiny little problems that turn you off from the faction. *personally I still love orkz
No i will shoot the game in the foot and play LSM because they have more toys and a better elite :^)))
