Maybe most of those personalities will be in other races? It could be a blessing? Though I would rather them earn their rank in any race they chose.
One could hope that the fact that we Eldar seem to be a minority, will make the youtubers choose another faction. Our number would be both a curse and a blessing, heh. But I agree that Council members should be chosen based on their merit, although who will be judging that merit is still up for debate.

I cannot think of any means of mechanically representing the precognition of the Seer Council, though I suppose if the Councils do receive access to specific 'enhancements' that they may delegate to their forces (in our case, our warhost), perhaps they may come in a fluff-flavorful form? (Say that three times fast?) What I mean is perhaps some means of doing it would be to have specific mechanics handed out by the Council (which has been discussed by Behavior before) ... I could envision things like wargear, passive auras (stay near your appointed Farseer to receive a bonus to your crit and dodge) or similar such things? Very speculative right now. Hard to say. War council wont necessarily be farseers though, just whoever is elected. Doesn't really fit with Eldar roles but I doubt there will be any precognition type stuff going on officially.
Personally I'd just completely ignore that facet of the Eldar game-play wise. Ignoring completely trumps being half-arsed about it (not possible to not be half-arsed, so not an insult or anything) with silly little buffs like '5% evasion chance because the farseer nudged your brain'.
