A raiding army plain and simple, most DE factions work as mercenaries anyway. You just need a powerful leader and the promise of plunder.

SM and the Inquisition don't get along from a political and ideological standpoint, IG and SoB would have to work together fluff wise but SM can generally maintain their independence and give the Inquisition a well deserved middle finger. It is how you build the interaction between these three factions from a political point of view, the IG, SM and SoB would have to have their own reasons for being present in the conflict, in other words wouldn't share the same goals. This would allow the SM, SoB and the IG to fight each other without giving the middle finger to the lore. Haven't you played the Dawn of War series? perfectly reflects my point.
NO INQUISITON NO GREY KNIGHTS PLEASE NO (someone had a reasonable idea for IG, so I'm holding my absolute judgment til we have more info) DARK ELDAR YES they are SO easy to implement--similar to eldar, but only as similar as CSM and SM--actually less so....

Dark Eldar would be fantastic. Being faster and more agile than Eldar, with their wicked splinter rifles and acrobatic melee attacks. Tau would be downright amazing. Pathfinder snipers with rail rifles, Kroot being a subfaction, stealth suits. And I would LOVE to see Markerlights triangulate an optimum firing trajectory on my HUD!!! Necrons would be cool to play, but I could see them going the 'programmed mindless killing machines' route and making them NPCs only. Which would also be fine... I don't want to see creepy robots jumping around like bunnies and teabagging their victims. Sisters and IG... No. The Imperium is already represented in this game... By its most elite troops no less. I'm betting that most who are happy to play IG or Sisters are just as happy to play SMs. NPCs only if they HAVE to be in. I pray they don't allow this game to become as Imperium-saturated as the table top game is. Tyranids should not be playable. They are supposed to be the most alien of all, and think in unison... That doesn't work if you have people controlling them as individuals. They are absolutely perfect as NPCs. Demons should not be playable. First of all, nobody cares. And second, like Tyranids, they have NPC written all over them.
SM and SoB are nearly clones as far as mechanics and equipment go, which is why I suggested making them a "sort-of chapter" even though they're really just normal (well, sort of normal-ish) people in power armor. It'd just be an art change and add some extra flamethrowers. IG is an entirely different play style altogether, and we don't appreciate being treated like a red-headed stepchild just because Space Marines get crammed into every single 40k game, whether they fit or not. It's bad enough we've always had to wait for expansions in order to play our favorite faction, it really sucks being relegated to NPC duty while the Space Marines have all the fun. For some reason Space Marines (and their evil twins), Orks, and Eldar always seem to have first dibs on every 40k game. Everyone else has to wait for an expansion if they get in at all. This one is obviously no exception, but even waiting for an expansion is better than being relegated to permanent NPC duty. Also, people saying IG are too squishy and then asking for Dark Eldar, possibly the squishiest faction in the game next to 'nids. I wouldn't mind seeing Dark Eldar if IG gets in too, ripping apart their paper vehicles with the LR Punisher's dakkacannon would be fun.
