Now, we know that precision is not exactly a top priority when it comes to Orky guns, but I wonder whether Orks should (or would need to) have long-range precision guns. It would oppose much of their fluff and the general idea of their gameplay mechanics, but the way I see it, a lack of said long-rage precision guns would leave the Ork faction very vulnerable to enemy snipers. Of course you might argue that this problem will be solved by Stormboyz or other fast attack infantry, but snipers in a heavily fortified position would be very hard to get close to - doubly so when they have heavy-bolter equivalents all around them.
Well, There is Lootas, They shoot extremely far in the Tabletop game, and when placed in a building they are a bitch to kill. Surprisingly Ork's do have a few far ranged things (Lootas, Flashgitz and more that I cant remeber of the top of my head) But if you equip the Lootas with Deff guns they can be bloody powerful.
For what i know, i think the only orks weapons that can fullfill this role are Beamy Deffguns, their lascannon equivalent
Accuracy should never be the strong point of Ork shootas, but the OP raises an interesting point as it will effect gameplay. Bigger guns should have more range, like with flashgits and nobs or even weapons like big shootas, so at least there will be a chance of hitting enemy marksmen. Another possibility specifically for fortress defense would be having innumerable turrets and sponsons mounted with longer range and slightly more accurate big shootas, to stop snipers from annhilating base occupants from vantage points (big problem in PlanetSide 2). Kommandos sneaking around Snipers is also a possibility, but I know that it isn't aways feesible due to terrain, enemy positioning, etc. It's a tough issue which includes additional factors like level design.
An ork sniper rifle should be like, a regular shoota, but it's quiet, and only slightly accurate. Or it just shoots more bullets. I dunno.
ork sniper: or a dakka that shot burst of 10 bullets that instead of headshotting suppres so you can shot again. or a kannon with scope that is not accurate but have explosive ( anti infanty damage)
