Depends on the circumstances. If all the Ork clans/tribes/empires theoretically joined together then yes. They would undoubtedly crush everyone.
People tend to forget that Orkz are the only faction in 40k that wins, and is winning all the time as a matter of fact. Of course, they may be beaten in this or that battle, but Orkz live for the fight, and their is more than enough plenty of fighting for them. The Universe is literally an Orkish paradise, and there is very little the Emperor, the Chaos Gods or other forces can do about it. Also, there actually may be more Orkz than Nids. The Imperium once sent a probe that left the galaxy but still sent signals back home. To the horror of the Techpriests, most of these signals appear to be from Orkoid sources, so the entire universe may be filled with them.
