Orks are a psychically attuned race, who when not modulated become warlike brutes. Which is all the time. But the Old Ones had a plan, for a different Ork, a rational, peaceful one, only reverting to the brute state when triggered by a psychic switch. Its been implied in the fluff that the secret to this switch is part of the Eldar, the Old Ones other warrior race. Of course the other thing the fluff implies(it never only says one thing) is that only the Old ones can do whatever it is they need to do to bring Orks out of their constant warring state. So yeah, I'm interested in both sides of the fluff being expanded further.
The prospect of Orkz simply being perma-triggered into being ultra-aggressive does not strike me as particularly likely. The Eldar may have serve as the Old One's willing soldiers, but I think the Orkz were closer to a biological weapon, kinda like a big, mean, green virus bomb.
