The problem with no bleed out is that SM's would be just as entitled to claim it what with having redundant organs, special clotting and trauma survival plus the medical doo-dads in their power armour.
If you look at the tabletop it is actually exactly what all of you are worried about, which may not be a bad thing. Now I'm not so sure about the eldar, but as we all know, the orks are very tough(due to having very few organs) and are brutal in close combat(as shown by them all having 2 or more attacks each in tabletop). We all know all the races will have certain advantages and challenges. They can balance us by having us tougher than any other race, especially when it comes to being shot at. They can also have our boys be equivalent to SM assault when it comes to cc, balancing our shortcomings with the other races'. It can provide a challenge to everyone else(keeping us far away), but also a huge advantage to us. Think about it as if you were a marine. You'd equip yourselves with the biggest guns to shoot us from far away, but thats a problem for them if we get close, because they cant shoot our sheer numbers. When we get into close combat, their devastators will be useless against the chopping power of the WAAAGHHHH. Theres your answer (sorry if some of that didnt make sense, harder writing this all down than thinking it)
I understand what your getting at if you watch the videos of marines shooting with bolters they die fast and if they are armoured and marines are tough lets not forget its a super human even with out armour how will this play vs orks since ork as standard isnt armoured when comes to orks ignoring weapons fire its from lasgun fire which stuggles to wound and has not pen vs armour bolter on other hand hits more often wounds easy and ignores light armour and is rapid fire its not the lascannon armourd dev but more the rank and file marines cut orks to bits with standard weapon mean orks wont feel playable in open areas only in high cover areas what like to know as well is how effective will slugger chopper vs bolt pistol chain sword once again marines armour well likely be telling in and marines arent guard they excel are combat as well
Whatever they do with the Orks I believe they will atleast make the Orks fun to play Because if they're not fun to play, no ones happy, with or without balancing issues aside.
Ork paid players will probably be equivalent in power to a space marine by virtue of being Skarboyz, veteruns of Ork warfare. That said, Orks have the toughest hide around. You thought that natural 6 up armor save was their clothing? No, that's their thick hide giving them an armor save. Their clothing is basically just rags and some scrap. 'Ard armor's actually something that protects and gives that 4 up save. I would say that a requirement to kill Orks or they slowly build up health rather than bleeding it out when they're down would be nice. That way the enemy has to go the extra step to keep shooting you to death or you'll get back up and start killin' again. But on the whole I just want to see Orks have the best ability to fight in close quarters, and shooty orks had best have the most ammunition to put down range.
I didn't think its cloth armour my friend its basic metal plates which more to show clan then armour but would stop lasgun from penning the toughness is the thoughness ability to take punch stab or gun shot Kroot and orks both wear scrap armour and can gain low deflection chance from none penning weapons armour save is armour incase nids is boney growths orks don't grow armour they just get arder in toughness harder to wound otherwise warbosses would have natural armour of marine power armour they dont get this they just gain wound points and toughness and have to add armour to eavy and mega to gain deflection where as nibs do growth armour and gain armour save as well as toughness and wound points as they don't wear armour as such anyway point is moot bolters are designed to kill orks 1 shot 1 kill vs your standard ork boy I like idea of being skarboy this would even the the match vs marines however this also mean orks loose a tier starting as elite

I think there was talk of Ork Nobs buffing the boyz in their squad. Group buffs that are always on and stack with each other would certainly help Orks to get tougher as their numbers increase. If we start losing momentum then we would begin to drop off in power...kind of lore like. People have raised various ideas for getting Orks back into the fight quicker such as faster respawning, self healing, etc. I was also wondering if we might get a 'bail out' rule similar to the TT one whereby Orks in a vehicle that gets blown up get dumped out rather than being killed outright. I mean the Devs did say we would be getting a sort of Ramshackle rule for Orky vehicles.
