The only problem is how do we get more?
more dakka? I think we can't make ork shooting extreme bad and near to useless it wouldn't be fun to play orks this way, or at least for orkfans who love to do a lot of dakka! but as far as we know there will be some maths behind every weapon which shots faster then 4 rounds / sec so we should maybe think about how we could work with this extreme high rate of fire with low chance to hit, or a shaking screen could do the job then their weapons could have low armorpen and high DMG
Then you will see orks shooting even when there is no one so when someone appears they will shoot perfectly.
It would mean mechanics exploitation. Not realistic combat. I'd like orks to shoot a lot because they are very innacurate. Ork weapons can be very powerful, yes, but their problem is always the inaccuracy. And also that sometimes the weapons explode or have some funny effect... It should never become "more accurate". Orks just aren't. Ever. It must be very innacurate and to hit the spot the orks just need to shoot so many bullets some will hit just by mere chance, not by skill. So, well, same damage? sure. Accuracy? Insanely low. Fire rate? High. That's how I'd finally have it.
Pushing for realism in 40k is rather misguided, especially for orks who have their own laws of physics at any rate - that was a joke anyway
makes sence what you say but I would stay away from exploding weapons or other random stuff it would cause tons of frustration and this idea with shoot a lot to be more accurate can be balanced out that you can't exploit it like you discrpted it
Why not just take targeting reticles away from Orkz in general? let specialists have em. But basic boyz just don't get em. Gives you generally less accuracy and makes you rely on visual queues to hit anything at range.
