Nope. Also not something bE would put programming time in. Right now, I think respawns have a regular static timer (30 secs?) They just count down and respawn everyone queued for it. What you suggests would require that instead of one thing just ticking away every 30 seconds now has to be handled on each player (or at the very least with each player) since every player would require it's own calculation and application for his specific respawn time. More programming effort which undoubtably would go wrong and Orkz would get more scattered respawns instead of groups which would lead to more trickle meatgrinders. TLR: No, you don't want that.
Well of course a sparkly git would think it's bad, you don't main orks and are on the receiving end of it. Don't see how that's bad as you'd be just killing orks faster due to the less equipment they're carrying but i will never understand the sparkly world of a sparkly boy. If calculating a respawn timer is difficult for the devs...I can't imagine how hard it'd be for them to add new content into the game... Also there will still be orks spawning in groups with their higher LP loadouts. There's no doubt in that.
Highly asymmetrical shooters can be highly fun. There is such a huge opportunity to do this with EC, and sadly it's mostly opportunity missed here. Very unlikely to see any significant design changes at this point, as they were already strained on development resources to give us what we have now. Orks are just Space Marines with worse accuracy and it's bit of a shame.
If it was me, i would have given orks shorter respawn times, more max people on the field but a little weaker then the Marines (notice: i said a little) also their weapons wouldn't be as potent (not as potent, not totally dorked) Just to give you the green-tide feeling, a lot of WAAAAGH! everywhere... But it's much easier to balance it out this way of course
