He was making a bold statement here and hope that it wasn't going to be crossing the line, but if he was to gleam any information he must present his role and position accurately. Plus the PDF Commissar should be of some use for information purposes as well. "On a side note, is there a local garrisoned Imperial Guard Regiment? Or just the PDF? The PDF as per tradition will have at most one Commissar, where an Imperial Guard Regiment will have several. They could be a good indicator of troops morale and intentions."
